They door hangers are to be used in an emergency to let response people know quickly who needs help. Each block captain has been given enough of them for the people in their area.  If you don't have one yet, maybe your block captain has not been able to find you at home. Contact your block captain to get your door hanger.  (click on the CERT tab to see who it is)
